STILL ACCEPTING OUT OF DISTRICT (INTER District) TRANSFERS for 2019-20 ONLY

We are still accepting Interdistrict Transfers for students that reside outside of the Tustin USD boundaries as well as any current Tustin USD students that have moved within the last two weeks. 

In order to apply for the 2019-2020 school year, please visit the Transfer Office during the regular office hours below.

INTERDISTRICT applications submitted on or after the 20-21 transfer window of January 31, 2020 @ 3:01 pm, are processed based on a "space available" basis. 

INTRADISTRICT applications for new residents to TUSD (must provide proof of move within the last 10 days) are eligible to apply.  Students currently attending a TUSD school are not eligible to apply outside of the transfer window January 13-31, 2020.

The Application for 2020-21 Will be available January 13 @ 8am - January 31, 2020 @ 3pm

Continuing Out of District Students (CURRENTLY ENROLLED) do not need to apply for a transfer to remain at the same school. A 2020-2021 permit from the district of residence must be submitted to TUSD. Only apply for a transfer if you are requesting a different TUSD school.

Priority of Processing

 

Applications are NOT first come, first served. Applications are processed through a random and unbiased manner based on the following priorities and are approved to qualified students based on space availability at school sites and grade levels. If there are more qualified applicants than spaces, a lottery is held. (SEE FAQs about Lottery Process)


 

  1. Any transfer students continuing at the same school
  2. TUSD residents whose parent/guardian is a contracted TUSD employee at the requested school
  3. TUSD residents whose parent/guardian is a contracted TUSD employee.
  4. TUSD residents who live in a designated priority area (Check School Locator on TUSD website)
  5. Siblings of continuing TUSD residents who will continue to attend requested school
  6. New TUSD residents
  7. Out of District residents whose parent/guardian is a contracted TUSD employee at the requested school
  8. Out of District residents whose parent/guardian is a contracted TUSD employee
  9. Out of District residents continuing with TUSD and requesting a new school
  10. Siblings of Out of District residents who will continue to attend the requested school
  11. New Out of District residents

Terms and Conditions

Only one (1) application may be submitted per school year and once submitted, it cannot be changed or withdrawn after submission;

  1. TUSD’s placement decision is final;
  2. If approved, your student may not be permitted to transfer to any other school in the District during the 2019-20 school year and may be denied enrollment at the school of residence if capacity has been reached;
  3. Mid-year transfers of enrolled residents are not accepted;
  4. A transfer permit may be denied or revoked for any of the following reasons:
    1. truancy, excessive tardiness or class cuts
    2. poor behavior/citizenship
    3. providing false or incomplete information
    4. space availability;
  5. All California Interscholastic Federation (CIF) rules and regulations regarding transfers and athletic eligibility are applicable;
  6. Transfer students are not eligible to participate in the school bus transportation program. It is your responsibility to provide safe and timely transportation to and from school;
  7. All information provided to TUSD relating to this transfer request is certified to be complete, true and correct and you agree with all conditions related to this application.
  8. Approved transfers must pre-enroll if new to TUSD or register if a continuing TUSD student changing schools by the date included in your approval notification; failure may result in the loss of your approved seat to another student.


Transfer FAQs

Are Applications processed "First Come/First Served?"

  • ALL Applications submitted during the Priority Period (JAN 13 - 31, 2020) are NOT FIRST COME, FIRST SERVED;
    • Applications are processed through a random and unbiased manner.
    • Transfers are granted to qualified students based on space availability. If there are more qualified applicants than spaces, a lottery is held.

     

  • ALL Applications submitted as of January 31, 2020 @ 3:01 pm and after are processed based on "space available" basis at the requested site.
    • What does this mean?
      • A school or grade may become closed based on the number of seats available.
      • These applications will be processed on a FIRST COME, FIRST SERVED BASIS.
      • If there is no space available at your requested site, the TUSD will make every effort to find a Tustin school that works for your student and family.

       

    • Applications submitted after the priority window will receive notification AFTER all priority applications have been processed.

What if my student has an IEP?

ALL NEW Students with IEP:

In order to support your student's educational goals and services, please provide a copy of the most recent IEP as well as any amendments to the Student Transfers Office.

What if my student lives out of the District boundaries?

Step 1: To request a new or different school for 2020-21, complete a transfer application online or at the Student Transfers office. CURRENT Out of District students who wish to continue with TUSD at the same school do not need to reapply as a transfer, but the documents listed below in step 2 are required.

Step 2: Submit the following document below either online or in person (Student Transfers Office):

ALL OUT OF DISTRICT STUDENTS

  • A signed Interdistrict transfer Agreement commonly referred to as a “release” or “permit” from your district of residence.
  • All Special Education Students need the most current signed IEP (If applicable)

·ALL STUDENTS NEW TO TUSD IN GRADES 2 through 12 MUST ALSO SUBMIT:

  • a current transcript or last report card
  • a current attendance record
  • a current discipline report.
    • If unavailable, a statement of the student’s discipline record on school letterhead, signed and dated by school office personnel, is permitted.

What if I have more than one student?

An application MUST be submitted for EACH Student requesting a transfer.

What is an Interdistrict Transfer Agreement?

An Interdistrict Transfer Agreement is a document used when a parent wishes to enroll their child in a school that is not in the district they live in.  Out of district students to TUSD must obtain an Interdistrict Transfer Agreement from their home district every school year. An Interdistrict Transfer Agreement is sometimes called a "Permit" or "Release." 

Are there any closed schools (not accepting transfer applications) for the 2020-21 school year?

There are NO closed schools 2020-2021 school year. 

  • The following schools are approaching capacity and will have limited space.
    • Beckman High School
    • Heritage Elementary School
    • Hewes Middle School
    • Orchard Hills (K-5) School
    • Red Hill Elementary
    • Tustin Memorial Academy

If you select one of the schools above as our 1st choice and/or 2nd choice, it is highly recommended that you select a school that is not approaching capacity as your 2nd and/or 3rd choices.

Is every school a "lottery school?"

The best way to answer this question would be to say that each school and each grade within each school has the potential to become a lottery. TUSD Lotteries do take into account the established priorities for processing applications.


Lotteries are conducted whenever the number of requests exceeds space available.

  • Franklin School (Sample)
    • 10 Seats Available in Grade 5
      • 7 TUSD Resident Applicants
        • No Lottery Needed
        • ALL 7 TUSD Residents Approved
      • 10 Qualified Out of District Applicants
        • 3 Remaining Seats
        • Lottery Held for remaining 3 Seats
          • 3 Approved
          • 7 Denied or Posible Second Choice School
    • 25 Seats Available in Grade 4
      • 5 TUSD Resident Applicants
      • 5 Qualified Out of District Applicants
      • ALL 10 Applications Approved
        • No Lottery Needed

How are the Lotteries Conducted?

Lotteries are conducted utilizing a computer generated random number generator to ensure a random and unbiased result. TUSD Lotteries do take into account the established priorities for processing applications.
